Analyzing infill opportunities in rural communities
Under Economic and Real Estate Analysis of SACOG’s On-Call Planning and Technical Assistance services, Salazar Architect partnered with SACOG’s Green Means Go team, BAE Urban Economics, and the Cities of Yuba City and Marysville to accelerate infill housing development in small-town settings. The work identified a set of barriers that limit the product of attainable residential infill units needed to address the state’s housing, equity, and climate goals.
Salazar conducted housing preference surveys with the Yuba-Sutter Region’s three large employers: Caltrans District 3, Adventist Health/Rideout Hospital, and Beale Air Force Base. The survey identified household and employment characteristics, housing preference, and the likelihood of employees to relocate to the Yuba-Sutter region. The team then coordinated with the two local jurisdictions to identify and then analyze sites that could accommodate infill housing. The work incorporated the knowledge gained from housing surveys, and then focused on site suitability, potential housing types, development strategy, and market positioning. Both cities utilized assistance from Salazar/BAE’s professional expertise on how to navigate the development process for infill sites. The team provided recommendations to the jurisdictions on development approaches to the sites, including possible funding, how to position the site, and how to engage the local community.
